Purpose:

To discuss Maine Yankee Atomic Power Companys (Maine Yankees) license amendment request regarding the release of non-Independent Spent Fuel Storage Installation (ISFSI) site land from the jurisdiction of its 10 CFR Part 50 license.

Background:

NRC approved Maine Yankees License Termination Plan (LTP), via License Amendment No.

168, on February 28, 2003. Section 1.4.2 of the LTP describes Maine Yankees approach for the phased unrestricted release of site property from its Part 50 license, leading to eventual license termination.

The LTP describes a three phased approach for releasing site land and terminating Maine Yankees license. Phase 1, the release of 641 acres of land associated with Eaton Farm and land north of Ferry Road, was completed with the issuance of License Amendment No. 167, on July 30, 2002. Phase 2 includes releasing the remainder of the site not associated with the ISFSI. Phase 3 includes the release of land associated with the ISFSI and termination of Maine Yankees license.

On March 15, 2004, Maine Yankee submitted a license amendment request addressing the release of non-ISFSI site land from the jurisdiction of its Part 50 license. NRC staff had not received copies of the amendment request prior to the meeting. The amendment request will be noticed in the Federal Register upon its receipt.

Attachment Discussion:

The meeting was brought to order at 8:30 am. Following participant introductions, Maine Yankee began the discussion by presenting its interests in removing the non-ISFSI land from its Part 50 in a timely manner. Maine Yankee continued the discussion with a presentation describing its plans for releasing non-ISFSI land at the site.

Maine Yankees presentation included a discussion of the following topics: (1) the conceptual approach for the release of non-ISFSI land from the license; (2) the content of the license amendment request; (3) the schedule of final status survey (FSS) submittals; (4) the format and content of the FSS release records; and (5) NRCs review process and schedule. The attached presentation handout provides a summary of the discussion.

The meeting was adjourned at 10:15 am.
