Davis-Besse Nuclear Power Station Emergency Plan (Revision 23) and Emergency Implementing Procedures Ladies and Gentlemen:

In accordance with 10 CFR 50.4, this letter submits recent revisions of the Davis-Besse Nuclear Power Station Emergency Plan (Revision 23) and Emergency Implementing Procedures (RA-EP-0 1500, "Emergency Classification;" RA-EP-02010, "Emergency Management;"

RA-EP-02220, "Emergency Operations Facility Activation and Response;" RA-EP-02610, "Emergency Radiation Protection Organization Activation and Response;" and RA-EP-02864, "Containment Evacuation"). The changes, completed in accordance with 10 CFR 50.54(q), do not decrease the effectiveness of the Plan and the Plan, as changed, continues to meet the requirements of 10 CFR 50.47 (b) and 10 CFR 50, Appendix E. Therefore, as required by 10 CFR 50.54(q), DBNPS hereby submits the changes Emergency Plan and Emergency Implementing Procedures.

Docket Number 50-346 License Number NPF-3 Serial Number 3036 Page 1 of 2 Summary of Changes Revisions to the Davis-Besse Nuclear Power Station Emergency Plan and Emergency Implementing Procedures Below is a brief summary of the changes that have recently been made to the Emergency Plan and the listed Emergency Implementing Procedures.

Emergency Plan:

Revision 23 was a review conducted to incorporate periodic updates identified since Revision 22 was made effective. See also page ii of the Emergency Plan for additional detail on the changes made.

Emergencv Implementing Procedures:

RA-EP-01 500, "Emergency Classification" Based on issues identified during a recent NRC Emergency Preparedness Inspection, actions were taken to modify Emergency Action Level (EAL) 5.A. 1 and EALs 6.D. I - 6.D.7. EAL 5.A. 1, "Indication" number 2 was modified to incorporate "manual" into the types of initiation of the Steam and Feedwater Rupture Control System (SFRCS). EALs 6.D. 1 - 6.D.7 ABNORMAL RADIATION LEVELS AT SITE BOUNDARY were changed based on a conservative change (increase flow rate) in the maximum stack flow rate of the Station Vent.

RA-EP-02010, "Emergency Management" Administrative and format changes were made such as update to current titles and procedure numbers. Instructions were added on actions to take if unable to call into the Computerized Automated Notifications System to each position's response actions. Information was added to the procedure to direct responding aircraft to the Ottawa Regional Airport for non life threatening situations. Changes related to the Emergency Operations Facility included the direction to post the "no eating, drinking or chewing" sign and clarification for checking communications circuits prior to activation. Additional modifications to the procedure include a clarification note to stress that the Shift Manager is ultimately responsible for the operations of the plant, an update to reflect media release review requirements, guidance on requirement for working extended hours, and direction on how to change offsite protective action recommendations.

Docket Number 50-346 License Number NPF-3 Serial Number 3036 Page 2 of 2 RA-EP-02220, "Emergency Operations Facility Activation and Response" Additional instructions were provided for investigating a communication failure for an individual siren as indicated by the siren feedback system.

The NRC Liaison section of the procedure was expanded to provide more guidance and to reference the new Attachment 2, Preparing for NRC Incident Response Team. Additional administrative changes included current title updates, addition of a reference to an Emergency Response Organization Form, and relocation of information associated with siren feedback system operations to an attachment.

RA-EP-02610, "Emergency Radiation Protection Organization Activation and Response" A Caution box and references to two Potential Condition Adverse to Quality Reports were deleted based on replacement of a specific potential leaking pump. A step was revised to explain what to do if the Computer Automated Notification System (CANS) does not function properly.

Procedure titles and procedure reference were updated.

RA-EP-02864, "Containment Evacuation" A statement was added to steps in the procedure that ensures Containment Closure is announced. Procedure steps were changed to have Radiation Protection and Security compare access lists to verify Containment evacuation. References to the Containment card reader were deleted, since the card reader no longer exists. Also, a procedure reference was added to the reference section.
