INDIAN POINT SAFE ENERGY COALITION 4
PO Box 134 Croton-on-Hudson, NY 10520 Phone: 212.423.9920 www.IPSECinfo.org February 17,2004 Brian E. Holian Deputy Director Division of Reactor Projects U.S. Nuclear Regulatory Commission 475 Allendale Road King of Prussia, PA 19406
Dear Mr. Holian,
On behalf of the Indian Point Sa-, Energy Coalition (IPSEC), I am writing to request that the technical meeting - in which Entergy officials will present to the NRC the details of their proposed dry cask storage system at Indian Point - be held in Westchester County instead of the NRCs regional office in King of Prussia, Pa. Since this meeting, which is open to the public for observation, is the first opportunity for thi public to learn more about this proposal, it should be held locally where it will be accessible to the citizens who live in close proximity to the proposed storage facilities and would most immediately be affected by an rr plan for on-site storage of toxic materials. Holding the technical meeting out of state would prohibit the participation of those whose health and safety it is meant to protect in the first place. The communities around the plants are depending on this information first hand and in full. The planned meeting site represents an insurmountable obstacle for most concerned citizens.
In addition, while we are pleased that the NRC will be holding an informal public meeting in Westchester, we are requesting that the NRC hold a formal public hearing. While the informal meeting wil allow for public statements and will feature a Q&A session, a formal hearing process will create an official record of individual comments and will ultimately result in a much more sound system of storing spent fuel at Indian Point For the future health and safety of the communities surrounding Indian Point, it is of utmost importance that Entergy Nuclear Northeasts plan to implement a dry cask storage system be examined carefully and that the regulatory process allow for meaningfbl public input. As you may have anticipated, interest fiom within the New York City metropolitan area with regard to the future plans for Indian Points spent fuel is high. IPSEC organizations as well as individuals throughout our area have expressed their interest and desire to attend this meeting. As this meeting is open to the public, the information gathered wl 1 I serve to keep our communities aware and informed of the possible changes to come at Indian Point.
request IPSEC would like to be informed of the date, time, and the final location of the meeting, as we understand these details remain to date m e t. If we can be of assistance in facilitating the meeting in Westchester, please do not hesitate to contact us using the information below.
Thank you in advance for your consideration and attention to this very important matter. As a final I -
