UEXREAS, the September 11, 2001 attack on the World Trade Center has manetrated that a new form of terrorism exists that threatens the lives of rricans; and WHKREAS, the Indian Point Nuclear Pwer Plant in Buchanan, New York, rich is in close proxfmity t o the City of Clifton, ie a prime target for mrists, and a planned terrorist attack directed towards Indian mint could lnihilate entire cities and possibly millions of people;
