OF THE MARCH 2, 2004, CLOSED PREDECISIONAL ENFORCEMENT CONFERENCE TO DISCUSS NRC OFFICE OF INVESTIGATIONS REPORT NO. 3-2002-031
Dear Mr. Kanda:
This refers to the closed predecisional enforcement conference held on March 2, 2004, at the Nuclear Regulatory Commission (NRC) Region III Office, Lisle, Illinois. The meeting was between the NRC and FirstEnergy Nuclear Operating Company (FENOC) to discuss an apparent willful violation of the Perry Nuclear Power Plant Technical Specification requiring preapproval of overtime to be worked in excess of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> in a seven-day period. The licensee presented a summary of the causes for the apparent violation and their corrective actions. The meeting was closed to the public due to the need to discuss sensitive personnel issues, and as such, the presentation material used by your staff is not being included in this summary. A list of principal NRC and FENOC meeting attendees is attached as an enclosure to this letter.
In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
