LASALLE COUNTY STATION, UNIT 2, EXTENSION OF RELIEF REGARDING SAFETY RELIEF VALVE TESTING (TAC NO. MC2367)

Dear Mr. Crane:

The Nuclear Regulatory Commission (NRC) has approved extension of relief to delay the LaSalle County Station (LaSalle), Unit 2, safety/relief valve (S/RV) setpoint testing through February 2005. The extension is in response to your request dated March 19, 2004.

Exelon Generation Company, LLC (EGC) previously requested relief from the American Society of Mechanical Engineers / American National Standards Institute, Operation and Maintenance of Nuclear Power Plants, OM-1987, Part 1 (OM-1) requirement to test a minimum of 20 percent of Class 1 pressure relief valves within any 24 months. Relief Request RV-13 was submitted on January 7, 2002, to delay the LaSalle Unit 2 S/RV setpoint testing from October 2004 until its tenth refueling outage, which was originally scheduled to begin January 15, 2005. The NRC staff found that the proposed alternative may be authorized pursuant to Section 50.55a(a)(3)(ii) of Title 10 of the Code of Federal Regulations (10 CFR) on the basis that compliance with OM-1 testing requirements would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety. By letter dated July 29, 2002, the staff authorized the proposed alternative only for the period October 2004 through January 2005.

The LaSalle Unit 2 tenth refueling outage originally scheduled to begin on January 15, 2005, was rescheduled to begin on February 8, 2005. Due to the outage rescheduling, EGC requested that the previously approved authorization period of October 2004 through January 2005 be extended through February 2005.

The basis for the NRC safety evaluation dated July 29, 2002, supporting the granted relief is not affected by an additional one month extension. The proposed one-time extension of the S/RV testing frequency is not expected to affect the proven pressure relief reliability of these valves to perform their intended safety function.

The staff has evaluated Relief Request RV-13 and EGCs request for a one-time extension and finds that the proposed alternative may be authorized pursuant to 10 CFR 50.55a(a)(3)(ii) on the basis that compliance with OM-1 testing requirements would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety. The proposed testing provides reasonable assurance that the S/RVs will perform their intended safety function.

C. Crane Therefore, the proposed alternative is only being authorized for the period October 2004 through February 2005 for LaSalle County Station, Unit 2. This change incorporates the one-time extension of one month from January 2005 to February 2005. There are no other changes to the staffs safety evaluation dated July 29, 2002.
