MINUTES OF INTERNAL MEETING OF THE DAVIS-BESSE OVERSIGHT PANEL The implementation of the IMC 0350 process for the Davis-Besse Nuclear Power Station was announced on April 29, 2002. An internal panel meeting was held on March 3, 2004. Attached for your information are the minutes from the internal meeting of the Davis-Besse Oversight Panel.

MEETING MINUTES: Internal IMC 0350 Oversight Panel Meeting Davis-Besse Nuclear Power Station DATE: March 3, 2004 TIME: 10:30 p.m. Central ATTENDEES:

A. Mendiola B. Ruland J. Hopkins C. Lipa C. Thomas J. Grobe D. Passehl Agenda Items:

1. Discuss/Approve Todays Agenda The Panel approved the agenda, but modified the order of presentations. THE APPROVED AGENDA REFLECTS THE ORDER LISTED IN THESE MINUTES.
2. Discuss Plant Status and Inspector Insights and Emergent Issues List C. Thomas led a discussion of plant status and inspector insights and emergent issues.

The licensee resolved the high vibration issue with the CRDM motor-generator set. The licensee was preparing to repair the steam leak on valve MS 853 with sealant injection.

The residents are planning to review this activity as a temporary modification. An emergent issue was discussed regarding RCP 1-2 lower oil reservoir leak. The licensee is getting vendor assistance for this issue. There are five restart restraints.

3. Discuss Recent FOIA Request A. Mendiola led a discussion of the FOIA request # 140. Headquarters FOIA staff was planning to contact the requester later today to clarify the scope of the request. A.

Mendiola is waiting to hear back from the HQ FOIA staff, then he will contact others.

4. Discuss Memo Forwarding Inspection Results C. Lipa briefed the Panel on the status of this memo. The memo was not yet ready for Panel approval.
5. Discuss Draft February Input to Congress D. Passehl led a discussion of the February 2004 Monthly Report to Congress. D.

Passehl took comments from the Panel for incorporation into the report. The report is due March 5, 2004.

6. Discuss Buchanan Letter D. Passehl led a discussion of the draft letter to S. Buchanan of Ohio Citizens Action.

D. Passehl took comments for incorporation into the letter.

7. Discuss Hot List C. Lipa led a discussion of the Hot List. The Panel determined that a shortened form of a communication plan should be developed for the Final Significance Letter for the high pressure injection pump issue.

The Panel discussed an action to identify the date by which all documents required to be released at restart will in fact be released publicly.

J. Grobe took action to discuss with a CATI inspector the concept of partial concurrence for the CATI report. J. Grobe will discuss with the inspector the issue of concurrence for the CATI teams recommendation concerning Restart Checklist Item 3.a, Corrective Action Program.

8. Discuss Potential Staff Concern The Panel discussed a NRC staff concern pertaining to Raychem Splices. The concern was discussed with the individual and comments will be incorporated in the closure write-up which will be brought back to Panel tomorrow for final resolution.
9. Discuss Gunter/Lodge Response C. Lipa led a discussion of a letter to Paul Gunter. J. Grobe took action to incorporate a few comments from the Panel.
10. Discuss Support for J. Dyer Briefing to Senator Voinovichs Staff A. Mendiola led a discussion of Talking Points to be used for a briefing for J. Dyer. The Panel provided its comments to A. Mendiola.
11. Review Key Items Scheduled for Next Panel Meetings C. Lipa led a discussion of the upcoming milestones and commitments.
