MINUTES OF INTERNAL MEETING OF THE DAVIS-BESSE OVERSIGHT PANEL The implementation of the IMC 0350 process for the Davis-Besse Nuclear Power Station was announced on April 29, 2002. An internal panel meeting was held on March 1, 2004. Attached for your information are the minutes from the internal meeting of the Davis-Besse Oversight Panel, and the Open Action Item Checklist.

Approve Todays Agenda The Panel approved the agenda, but modified the order of presentations. THE APPROVED AGENDA REFLECTS THE ORDER LISTED IN THESE MINUTES.

Discuss Plant Status and Inspector Insights and Emergent Issues List S. Thomas led a discussion of plant status and inspector insights and emergent issues.
The licensee is experiencing a problem with the control rod drive motor-generator set involving excessive vibrations. This issue is considered a restart issue. There are a total of 12 restart items.
3.
Discuss CATI Inspection Report/Inspection Results Memo Status J. Lara led a discussion of the status of the CATI report. J. Lara stated the report may be ready to be issued by the end of this week at the earliest. B. Ruland stated he would contact C. Pederson to discuss the CATI report status.
4.
Discuss Correspondence Status: 1)Ohio Citizens Action Letters; 2) Gunter Letter C. Lipa led a discussion of the correspondence status of letters received. The panel determined that letters dated February 12, 2004 and February 25, 2004 from the Ohio Citizens Action and a letter dated December 31, 2003 from Mr. Paul Gunter of Nuclear Information and Resource Service need a formal written response prior to restart. In addition, a December 15, 2003 letter from Ohio Citizen Action warrants a formal written response prior to restart. The panel determined that the 12/15/03 letter from OCA should be incorporated into the letter D. Passehl is drafting in response to the 2/12/04 and 2/25/04 letters.
NEW ACTION ITEM 254: RESPOND BEFORE RESTART TO 2/12/04 AND 2/25/04 OHIO CITIZEN ACTION LETTERS. D. Passehl to coordinate reply to 2/12 & 2/25 letters from OCA include reference in response to 12/15 letter.
NEW ACTION ITEM 255: RESPOND BEFORE RESTART TO 12/31/03 LETTER FROM NUCLEAR INFORMATION AND RESOURCE SERVICE AND LODGE - J. Lara to coordinate reply.

Panel Review CI Telephone Call for Potential Allegation D. Hills presented the details of a concerned individuals telephone call. D. Hills discussed the individuals concerns after listening to a wave file of a conversation between a concerned individual and the Headquarters Duty Officer. The panel determined that this potential allegation was not required to be resolved before restart but should be processed within the normal allegation system.

Discuss Punchlist C. Lipa led a discussion of the Punchlist.

Discuss Action Items C. Lipa lead a discussion of the action items.

Discuss/Update Milestones and Commitments C. Lipa led a discussion of the milestones and commitments. The briefing for Senator Voinovich was specifically discussed. The options of a telephone briefing brief and an in-person brief was discussed. C. Thomas was asked to coordinate the March 25, 2004 public meeting with his exit meeting for the current resident inspection report.
