SUBJECT:

SUMMARY

OF DECEMBER 3, 2003, MEETING WITH VIRGINIA ELECTRIC AND POWER COMPANY/DOMINION NUCLEAR CONNECTICUT, INC.

On December 3, 2003, representatives of Virginia Electric and Power Company (VEPCO) and Dominion Nuclear Connecticut, Inc. met with the U.S. Nuclear Regulatory Commission (NRC) staff at Dominions Headquarters in Richmond, VA. The purpose of this meeting was to provide both organizations an opportunity to discuss items of interest, including the attributes of good licensing submittals. This was a Category 1 public meeting. The public meeting began with a discussion about the recent management changes that had occurred at the NRC. Mr. Ed Hackett was introduced as the Director of Project Directorate II and Mr. Darrell Roberts was introduced as the Acting Section Chief within Project Directorate I. The meeting attendees then discussed the agenda topics for the meeting. The summary below provides a brief description of comments made by the meeting attendees.

1. Use of Top-Ten Licensing Issues In order for the NRC staff to be aware of the priority of specific licensing actions, the NRC staff requested that Dominion provide the NRC staff with a list for each plant that contains the prioritized order of existing licensing actions.
2. Cross-Regional Submittals When requesting a licensing action or program review for all three sites, Dominion proposed to submit one application that listed these three plants instead of providing three separate plant-specific applications. Dominion and the NRC staff agreed that this proposal would allow for a consistent and efficient NRC staff review. The NRC staff noted that for these types of applications the technical issues for all three plants should be similar.
3. Generic Reviews Dominion had expressed concern about the generic communication items that were still open.

The NRC staff responded by stating that these bulletins were not intended to serve as long-term solutions, rather as vehicles to collect information about a pending issue. The NRC staff provided the status of several generic communications and indicated to Dominion that it would check on the review status of Bulletin 2003-01, Potential Impact of Debris Blockage on Emergency Sump Recirculation at Pressurized-Water Reactors.

4. Technical Specification Authority Review Process The NRC staff explained that due to the discrepancies discovered with Surry Power Stations Technical Specifications (TS) during the issuance of Surrys renewed license, the NRC is undertaking a program to review the TS contained at plants throughout the country. This is to ensure that the plant-specific TS are exactly the same as the TS authority file maintained by the NRC.
5. Miscellaneous Topics The NRC staff and Dominion had general discussions on the evaluation of no significant hazard consideration, probabilistic risk assessment and deterministic justifications, and the content of regulatory evaluations that are contained in proposed license amendments.

At the conclusion of the meeting, the attendees agreed that this meeting had been successful and the meeting was adjourned.
