Dear Mr. Mendonca:

This letter concerns revision of the technical specifications to delete the requirement for the Director to be-a licensed senior reactor operator. At the February 4, 2004 meeting of the Rhode Island Atomic Energy Commission, the Commissioners voted to remove this requirement as part of their approval of the revised Safety Analysis Report and technical specifications to be submitted for re licensing.

It was felt that the position was supervisory and administrative in nature and that the operator qualification was not required and presented an administrative burden.

Therefore, it is proposed that section 6.2 be changed to read the following:

At the time of appointment to the position, the Director shall have minimum of six years of nuclear experience. The Director shall have an advanced degree in one of the physical sciences or engineering. The degree will fulfill four years of the six year requirement.
