Dear Ms. Cuthbert:
This letter refers to our telephone conversation on March 10, 2004, and your letter dated February 27, 2004, regarding information you received on film and spots that were found on cars in the Occidental Chemical and Pottstown Hospital Parking Lots on February 17, 2004. In your letter you requested information on what caused the film and spots on the cars and what possible contaminants or radiation could have been in the film and spots. We understand that the individuals that brought this information to your attention believe that the film was caused by releases from Limerick Generating Station.
As you are aware, the Nuclear Regulatory Commission regulates the radiological effluents from the Limerick Generating Station. Other non radiological effluents are regulated by the Commonwealth of Pennsylvania under the National Pollution Discharge Elimination System (NPDES) Permit number PA 00051926. With regard to the radioactive material effluents, the NRC performs annual inspections of the Limerick radiological effluents monitoring program and the environmental monitoring program. Based on the information that you provided, we reviewed Limericks analysis of the cooling tower water samples from February 2004, and several previous months. The analysis showed that the samples contained naturally occurring radioactive materials that exists in the Schuylkill River and the Perkiomen Creek water, which are used for cooling tower water. We also reviewed the analysis of environmental monitoring samples (air sample data), which indicated the presence of only naturally occurring radioactive materials. No plant related radioactive materials were detected.
