Dear Mr. Mamish:

This is in response to your letter to me, dated February 18, 2004, requesting FEMA's assistance with regard to the restart of the Davis-Besse Nuclear Power Plant.

Specifically, you requested that FEMA provide written confirmation that there are no offsite issues or concerns that should prevent the restart of Davis-Besse.

Based on discussions between the REP Program staff at Headquarters and our Region V Office in Chicago, at this time, we are not aware of any offsite issues at Davis-Besse, and therefore, we have no objections to a restart of the plant.
