Semiannual Fitness-For-Duty Report Ladies and Gentlemen:
In accordance with the requirements of 1 OCFR26.71 (d), "Recordkeeping Requirements,'
the Semiannual Fitness for Duty Report is being submitted for the Perry Nuclear Power Plant. This report covers the time period of July 1, 2003 through December 31, 2003. provides the Fitness for Duty Program performance data regarding testing results. Attachment 2 provides additional information regarding reported events and management actions taken in response to positive results. The provisions of the Fitness for Duty Program apply to persons granted unescorted access to the Protected Area of the plant, as well as to licensee, vendor, and contractor personnel required to physically report to the Technical Support Center or the Emergency Operations Facility in accordance with the Emergency Plan and associated implementing procedures.

Zero (0) licensee employees tested positive for illegal drugs or alcohol during this reporting period.
One (1) contractor employee tested positive for alcohol during pre-access testing for this reporting period.
The contractor employee did not hold unescorted access and was subsequently denied unescorted access to the Protected Area. Pursuant to Nuclear Operating Procedure (NOP-LP-1002) "Fitness for Duty Program" requirements, this individual was informed of the right to appeal, and of the procedural requirements in order to re-establish unescorted access to the Protected Area. To date the contractor employee has not initiated steps to restore unescorted access.

As a result of an individual's 2002 FENOC Fitness for Duty Program violation and an additional recent (9/2003) fitness for duty suitability concern, unescorted access was suspended for the licensee employee, who is licensed under 10 CFR Part 55. This suspension resulted in a denial of unescorted access. The licensee employee has initiated his appeals process during this reporting period.
Initiatives Taken Focus during this reporting period was on providing Fitness for Duty Supervisory training to all personnel as required by NRC Order for Compensatory Measures Related to Access Authorization, EA-02-026 1, January 7, 2003. Fitness for Duty Supervisory training has been incorporated into Personnel Access Training (PAT) to ensure all applicable personnel receive training. The Fitness for Duty Program is now common at FENOC's three (3) nuclear sites. Communications were distributed to site personnel concerning the Overtime Guidelines Program, which is part of Perry's Fitness for Duty Program and "call-in" responsibilities. These communications were distributed in an effort to further educate site personnel to their responsibilities.
A presentation was developed and presented to industry peers during the NEI Access Authorization /
Fitness for Duty Workshop relating to Perry's Operational Experience 16047, "Contractor Craft Use of Adulteration Product'". -This was presented in an effort to educate and provide detailed information to the -
industry on this adulteration issue, as wvell as, provide a forum for questions concerning this incident. This adulteration issue was reported on the previous Fitness for Duty Program Performance Data Report submitted for period ending 6/30/2003.
