REVISIONS TO ARMED FORCES RADIOBIOLOGY RESEARCH INSTITUTE TRIGA REACTOR EMERGENCY PLAN (TAC NO. MC1584)

Dear Mr. Miller:

On December 15, 2003, you submitted revisions to the Emergency Response Plan (EP) under 10 CFR 50.54(q). Most of the changes to the EP remove all reference to hazardous materials (HAZMAT) and emergency response to HAZMAT incidents such as chemical spills. In addition, many position titles throughout the plan were updated. In a cover letter, you stated that HAZMAT responses are now covered in other AFRRI and National Naval Medical Center response plans. You also stated that the changes do not decrease the effectiveness of the plan.

The NRC staffs review of these changes using NUREG-0849, Standard Review Plan for the Review and Evaluation of Emergency Plans for Research and Test Reactors indicates them to be in accordance with 10 CFR 50.54(q) and do not decrease the effectiveness of the emergency plan.
