March 12, 2004 Mr. Christopher M. Crane, President and Chief Nuclear Officer Exelon Generation Company, LLC 4300 Winfield Road Warrenville, IL 60555
SUBJECT:
EVALUATION OF STEAM GENERATOR INSERVICE INSPECTION
SUMMARY
REPORT, BYRON, UNIT 2 (TAC NO. MB9968)
Dear Mr. Crane:
By letters dated October 8, 2002, and December 10, 2002, Exelon Generation Company, LLC (Exelon) submitted a steam generator (SG) tube repair report and an inservice inspection summary report respectively. These reports are related to the steam generator inspections performed during the Cycle 10 refueling outage (Fall 2002) in accordance with the plants technical specifications (TS). The December 10, 2002, report also includes results from the forced outage SG inspection conducted in June 2002.
Byron Station, Unit 2, has four Westinghouse Model D-5 SGs, each one containing thermally treated Inconel-600 U-bend tubes. The tubes are hydraulically expanded into the full length of the tubesheet. The tubes are supported by stainless steel quatrefoil support plates and chrome plated Inconel-600 anti-vibration bars. During the Cycle 10 refueling outage, Exelon conducted a 100 percent full-length eddy current bobbin coil inspection and a 75 percent plus-point inspection of the hot leg top of tubesheet and low row U-bend regions on all four SGs. Of the total population of hot leg indications that were greater than five volts, 75 percent were also inspected with the plus-point probe in all SGs. In addition, a 25 percent plus-point inspection of the pre-heater baffle plate expansions was performed in the B, C, and D SGs.
In addition, eddy current inspections were conducted in June 2002, during a forced outage caused by primary to secondary leak in SG C. The primary to secondary leak was attributed to tube wear caused by a foreign object. The inspections which were limited to the leaking tube and tubes surrounding the leaking tube were inspected with a bobbin coil probe and a plus-point probe.
As a result of the Fall 2002 inspection, a total of 14 tubes was repaired by tube plugging. The modes of tube degradation found during the insertion were anti-vibration bar wear, foreign object wear, and pre-heater wear.
C. Crane Based on the review of the information provided in the two submittals, the NRC staff concluded that Exelon provided the information required in accordance with the Byron TS and no additional follow-up is required at this time.
Sincerely,
/RA/
