Cook Nuclear Plant Units 1 and 2 LE-TTER OF INTENT REGARDING CONVERSION OF CURRENT TECHNICAL SPECIFICATIONS TO IMPROVED TECHNICAL SPECIFICATIONS The purpose of this letter is to inform the Nuclear Regulatory Commission (NRC) that Donald C. Cook Nuclear Plant (CNP) intends to submit a license amendment request (LAR) in April of this year to convert the CNP Unit 1 and Unit 2 current technical specifications (CTS) to improved technical specifications (ITS). Additionally, CNP would like to inform the NRC that CNP is interested in having this LAR processed under the revised review process currently under development within the NRC for LARs of this type.

The scope of this LAR will include:

  • Conversion of the CNP CTS to ITS and ITS Bases consistent with Improved Standard Technical Specifications (ISTS) described in NUREG-1431, Revision 2, "Standard Technical Specifications-Westinghouse Plants."
  • Extension of surveillance frequencies consistent with the guidance provided in Generic Letter 91-04, "Changes in Technical Specification Surveillance Intervals to Accommodate a 24-Month Fuel Cycle," and Electric Power Research Institute Topical Report TR-103335, Revision 1, "Statistical Analysis of Calibration Data, Guidelines for Instrument Calibration Extension/Reduction Programs."
