MILLSTONE POWER STATION UNITS 2 AND 3 SCHEDULE FOR CONTROL ROOM TESTING AND TECHNICAL INFORMATION SUBMITTAL GENERIC LETTER 2003-01 CONTROL ROOM HABITABILITY - REVISED On June 12, 2003, the NRC issued Generic Letter (GL) 2003-01, "Control Room Habitability," to all operating reactors. This generic letter requested information that demonstrates that the control room at each facility complies with the current licensing and design bases as well as applicable regulatory requirements. In an August 11, 2003 letter (Serial No. B18945) Dominion provided an alternative schedule for submittal of the information requested in the generic letter for Millstone Units 2 and 3. Our alternative schedule was based on completing tracer gas testing at Millstone Unit 3 using the same vendor used at Surry and North Anna Power Stations and performing a common hazards analysis for both Millstone Units 2 and 3, which would permit providing a complete single unified response to the generic letter for both units. This letter modifies the schedule for Millstone Unit 3.

Based on a decision to change tracer gas test vendors for Millstone Unit 3 and that vendor's availability, the tracer gas testing of the Unit 3 control room envelope can not be performed in time to support the proposed May 31, 2004 response to the generic letter. Thus, Dominion plans to provide a response to the generic letter for Units 2 and 3 by May 31, 2004 and supplement the Unit 3 response, as necessary, based on tracer gas testing results by August 31, 2004. This submittal schedule will provide ample time to complete tracer gas testing and any subsequent evaluation of the Unit 3 control room envelope.
