Site Specific Compensatory Measures for Physical Security in the Current Threat Environment for the Penn State Breazeale Reactor (PSBR)

Dear Marvin,

The enclosure to this letter provides the written site-specific CM implementation plan as directed by the NRC letter of January 23, 2003 from William D. Beckner. As determined by the NRC, the enclosure is considered to contain information which must be protected from unauthorized disclosure. When this letter is separated from the enclosure the letter should be considered "DECONTROLLED'.

The enclosure is modified from our preliminary CM implementation plan submittal of April 11, 2003 to reflect comments received from your site visit of May 12 & 13, 2003. No written comments have been received from the NRC regarding our preliminary submittal.

It should be noted that the enclosure does not represent voluntary actions by Penn State and is undertaken under the direction of your January 23, 2003 letter. The PSBR is a university research reactor and much of the directed security actions represent a hinderance to the open educational and research environment of the university and to our role in educating the public on the safe utilization of nuclear science and technology.
