Dear Mr. Matthews:

On September 24,2002, NIST submitted to the Nuclear Regulatory Commission (NRC) an Implementation Plan for Compensatory Measures (ICM) at the NIST Research Reactor. On October 28, 2002, the NRC issued a confirmatory action letter formalizing the commitments made in the 1CM, and requesting notification of a change in schedule.

On December 28, 2002, NIST notified the NRC I.;

All other commitments in the ICM have been completed as scheduled.
