Brown Muyr offue of the Mayor December 1,2003 To: United States Nuclear Regulatory Commission Subj: Davis-Besse Nuclear Power Station As Mayor of the City of Port Clinton I write in support of the Davis-Base Nuclear Power Station re-start.

It i s my belief that First .Energy Nuclear Operating Company has taken the necessary precautions for this restart and has followed the protocols of safety as outlined by the NRC.

The City of Port Clinton benefits a great deal from the number of jobs that First Energy provides and I believe it is time to s t a r t providing electricity and getting the manpower on line to keep our economy growing.

The City has received minutes and summary of all correspondence sent to us and I have passed the information on to City Council. We have been well informed on the progress and testimonies from First Energy.

City Council is currently reviewing a resolution of support for the restart and that should be coming forward very soon.

Again, I speak in support of the restart of Davis-Besse Nudear Power Station

- that the work and tests already performed have elevated Davis Besse to a prc-cmnent position among power slations throughout Ihe world to the extent that Davjs Besse will bc a leader in the nuclear industry for many decades to come (and)

-that we have full confidence in the safety and operational readiness of the plant.

Now therefore we do resolve to support the continuing efforts of First Energy Corporation to repair and test all systems at the Davis Besse Nuclear Power Station and urge the Nuclear Regulatory Commission to pernilt a re-start of that facility as soon as there is assurance titint the plant can operate safely within the parameters set forth by the Commission and the Restart Overview Pmel of which Jere Wttt representing the Ottawa County Commissioners is a member.

Whereas, the Nuclear Regulatory Commission 0350 process to evaluate the readiness for restart has b.een a good process and will continue to effectively evaluate David Besse after restart, and Whereas, the plant condition is better than it has ever been, and Whereas, the continued oversight after restart by the Nuclear Regulatory Commission and their willingness to involve and keep the County involved is definitely important, and Whereas, FENOC agreeing to a closer working relationship with Ottawa County through County Administration fere Witt being appointed to the Restart Overview Panel and the Company Nuclear Review Board as an independent oversight, now Therefore Be It Resolved that the City of Port Clinton, Ottawa County, Ohio suppons and encourages the safe restart ofthe Davis Besse Nuclear Power Plant.
