Subject:

Project No. 704 - Integrated Surveillance Program (ISP) Capsules A, B and C Test Results Report

Reference:

Letter from Carl Terry (BWRVIP Chairman) to Document Control Desk (NRC), "Project No. 704 - BWRVIP Response to NRC Safety Evaluation of the BWR Integrated Surveillance Program," dated April 29, 2002.

The purpose of this letter is to provide an updated schedule for the BWRVIP to transmit the ISP Capsules A, B and C test report to the NRC.

The BWR Integrated Surveillance Program (ISP) was approved by the NRC with the issuance of a Safety Evaluation (SE) in early 2002. The BWRVIP began implementing the ISP shortly after this SE was issued. The ISP Capsules A, B and C were withdrawn from Cooper Nuclear Station in March 2003.

The BWRVIP requests an extension of the date for reporting of the Capsule A, B and C test results until December 2004. This extension is necessary to allow sufficient time to complete the fluence analysis of the capsules in accordance with Regulatory Guide 1.190. Reconstruction of the cycle-by-cycle power history data, especially for early operating cycles, and compilation of reactor internals geometry was much more complex than originally anticipated and thus has extended the scheduled completion date.

Regardless of these complexities, the extension will not affect the planned Charpy testing or analysis of dosimetry and consequently will not affect the accuracy of the results.

If you have any questions on this subject, please contact George Inch (Constellation Nuclear, BWRVIP Assessment Committee Technical Chairman) by telephone at 315.349.2441.
