SUMMARY

OF FEBRUARY 26, 2004, MEETING WITH VIRGINIA ELECTRIC AND POWER COMPANY On February 26, 2004, representatives of Virginia Electric and Power Company (VEPCO) met with the U.S. Nuclear Regulatory Commission (NRC) staff and Oak Ridge National Laboratory (ORNL) at VEPCOs Headquarters in Innsbrook, Virginia, to discuss the material control and accounting (MC&A) program. The purpose of this information exchange was to obtain VEPCOs perspective of the NRC staffs MC&A program. This was a Category 1 public meeting.

The NRC staff began the meeting by stating that it had hired ORNL to perform an assessment of the industrys MC&A program to determine what program changes were needed. The NRC staff stated that these program changes could include a revision to Title 10 of the Code of Federal Regulations (10 CFR) Part 74 or a development of an NRC inspection program. ORNL discussed its role in this study, presented the similarities and differences between the MC&A programs with the NRC and the Department of Energy, and explored possible program changes with VEPCO. Since both of these agencies have different reporting requirements and utilize the same national database, this has created accounting problems. VEPCO detailed how it complies with the reporting requirements of 10 CFR Part 74 and described its problems with the existing national database. During this discussion, the attendees addressed the impact of a proposed NRC staff inspection program and any rule change. The meeting attendees generally agreed that an NRC inspection program could benefit a licensees MC&A program by ensuring that the material reporting requirement regulations are being followed.
