TEMPERATURE (P-T) CURVE UPDATE (MC0807 AND MC0808)
By letter dated September 18, 2003, BFN submitted a license amendment request for NRC approval of updated P-T curves for BFN Units 2 and 3. This amendment request contains two sets of TS figures for each unit, with one set of figures depicting the P-T curves for the projected end-of-current-license effective full power years (EFPY), and the other set depicting the P-T curves at an intermediate point between the currently accrued vessel EFPY and the projected end-of-current-license value. The September 18, 2003 submittal requested NRC to approve both sets of TS figures, but BFN would initially only place the intermediate set into the TS upon approval. As Unit 2 and Unit 3 approached the EFPY limits of the intermediate set of P-T curves, BFN would then administratively replace the intermediate set with the end-of-current-license set of curves.
BFNs proposed plan to separately place the two sets of P-T curves into the TS has been questioned by NRC staff. As a result of these questions, and BFNs need to obtain expeditious approval of TS-441R1, by this letter BFN is revising the request to separately place the two sets of P-T curves into the TS upon approval. BFN will instead place both sets of P-T curves into the TS upon NRC approval.
U.S. Nuclear Regulatory Commission Page 2 This revised request is administrative in nature, and TVA has determined that the proposed finding of no significant hazards considerations and environmental impact consideration as submitted in the September 18, 2003 letter remain valid.
