Dear Sir:

The Nuclear Regulatory Commission was forced to close the Davis-Besse Nuclear Power Station when the plant failed to meet certain safety standards. During the intervening two years, the NRC as well as the operator have addressed safety and design issues to such a level that I recommend reactivating the plant. In light of the progress that has been made toward creating a strong safety culture at every level of operation within the plant and the acceptance by the Nuclear Regulatory Commission that on-site inspectors share a certain amount of responsibility for their failure to aggressively react to corrosion issues, I believe the operator meets and exceeds standards set by the NRC for reactivation.

While safety standards at Davis-Besse may have been deemed deficient in the past, the current management is conscious of its responsibility to ensure the safety of both employees and local residents. Furthermore, increased vigilance and oversight by the NRC will prevent management from making the errors of the previous administration. Finally, the local community is strongly in favor of reactivating Davis-Besse. The plant provides over 900 jobs directly and indirectly, and its operation is vital to maintaining a strong economy in the area.

The Davis-Besse Nuclear Power Station can and should be operating.

Reactivating the plant immediately will increase the prosperity of the community without compromising the safety of employees or local residents. I appreciate your efforts to address this situation as soon as possible.
