Washington, DC 20555 Re: University of Florida Traininig Reactor, Facility License R-56, Docket No. 50-83 As required by our Technical Specifications, Section 6.6.3, Paragraph (1), we are reporting a significant change in our facility organization at Level 1, the level responsible for the University of Florida Training Reactor (UFTR) facility's licenses, charter, and site administration.

Dr. J. Bernard Machen was approved by the UF Board of Trustees and assumed the position of President of the University of Florida, effective January 6, 2004. Dr. Machen replaced former UF president, Charles E. Young.

As president, Dr. Machen assumes responsibility for Level I administration of the UFTR along with the Dean of the College of Engineering and the Chairman of the Nuclear and Radiological Engineering Department below him.
