SUMMARY
OF DECEMBER 15, 2003, CATEGORY 1 MEETING WITH CALVERT CLIFFS NUCLEAR POWER PLANT, INC. TO DISCUSS THE LICENSEES PLAN FOR THE UNIT NO. 1 REACTOR PRESSURE VESSEL HEAD INSPECTION AS REQUIRED BY THE ORDER DATED FEBRUARY 11, 2003 (TAC NO. MC1585)
On December 15, 2003, a public meeting was held between the Nuclear Regulatory Commission (NRC), and representatives of Calvert Cliffs Nuclear Power Plant, Inc., (CCNPPI or the licensee) at NRC Headquarters, One White Flint North, 11545 Rockville Pike, Rockville, MD. The purpose of the meeting was to discuss the licensees plan for the CCNPP Unit 1 reactor vessel head inspection during the spring 2004 refueling outage.
This inspection will be in response to the NRC Order dated February 11, 2003. Enclosure 1 is a list of the meeting attendees, and Enclosure 2 is a copy of the licensees slides presented at the meeting. One member of the public was in attendance.
Licensee personnel said that Unit 1 and Unit 2 reactor vessel heads have similar nozzle configuration. The inspection plan approach for the Unit 1 reactor vessel head will be the same as was done on Unit 2 during the inspection of March 2003. A total of 74 penetrations including 8 in-core instruments nozzles, 1 head vent nozzle and 65-control element drive mechanism nozzles will be inspected. The inspection will provide 100 percent visual examination of the top of the vessel head including 360 around each penetration. A leak path assessment of the visual examination will be performed by lifting the insulation panels sufficiently to provide access by a probe. Ultrasonic (UT) inspection will be performed for all alloy 600 penetration material. Where UT cannot be performed, eddy current testing (ET) will be performed to the extent possible. ET will be performed on the HV nozzle.
The licensee submitted a relaxation request to the February 11, 2003, Order by letter of January 30, 2004. This request is similar to the relaxation request that was submitted for Unit 2 in February 2003. This will more than likely be before the NRC staff will be publishing a revision of the Order.
