50-280 In a letter dated December 12, 2002 (Serial No.02-642) Virginia Electric and Power Company (Dominion) submitted the inservice inspection (ISI) program for the fourth inservice inspection interval for Surry Unit 1 for Class 1, 2, and 3 components and component supports.
As part of this submittal, and as allowed by 10 CFR 50.55a(g)(4)(iv), Dominion requested NRC approval for Surry Unit 1 to implement the inservice examination of components and system pressure test requirements set forth in the 1998 Code Edition, with addenda up to and including the 2000 Addenda of Section XI of the ASME Boiler and Pressure Vessel Code (98-2000 ASME Code.) We also stated that Surry Unit 1 would comply with the limitations and modifications listed in 10 CFR 50.55a(b) related to the implementation of the 98-2000 Code.
In a telephone conference call with NRC staff on January 14, 2004, the staff noted that there were two changes that had been incorporated into the 98-2000 ASME Code that were being changed in a later revision of the Code and therefore, would not be approved for Surry Unit 1. These two changes in the 98-2000 ASME Code were 1) a revision to ASME Section XI paragraph IWA-4340 that allows a defect to remain in a component provided that the defect can be eliminated from the pressure boundary by modification, and 2) the deletion of paragraph IWA-4540(c) that provided pressure test requirements for Class 1, 2 and 3 mechanical joints undergoing repair and replacement activities.
Consequently, Dominion is revising the previously submitted fourth interval IS1 program for Surry Unit 1 to include the following two additional conditions:
- 1.
Surry Unit 1 will not invoke paragraph IWA-4340, which allows a defect to remain in a component provided that the defect can be eliminated from the pressure boundary by modification, without prior NRC approval, and
- 2.
Surry Unit 1 will perform pressure tests for Class 1, 2 and 3 mechanical joints undergoing repair and replacement activities in accordance with paragraph IWA-4540(c) included in the 1998 version of the ASME Section XI Code.
