NRC Evaluated Force-on-Force Exercise Beginning next Monday, security officers at Indian Point will be challenged to defend the site against "mock" adversaries as part of a Nuclear Regulatory Commission pilot force-on-force evaluation program.

The weeklong exercise will involve both field exercises and tabletop demonstrations. Mock adversaries will launch commando-style attacks designed to evaluate the strength of the defensive strategies and also to identify any potential weaknesses. While the exercise is not graded, it will provide the site with a good assessment of the enhancements that we have made to site security since 9-11. In the past year and one-half, Entergy has invested considerable resources upgrading the surveillance systems, physical barriers, weaponry and training for security officers in response to heightened concerns about potential terrorist attacks.

The NRC will conduct over a dozen pilot force-on-force exercises at nuclear facilities across the country as part of Its oversight of the security programs. Indian Point is the only site where these exercises have been announced publicly. The results of the pilot program will be compiled by the NRC and used to improve its force-on-force testing program. Results of specific exercises, such as at Indian Point, will not be released since the details of the exercise are safeguards information.

New techniques and equipment will be a part of the exercise. During the

summer, our security force has been training with the Multiple Integrated Laser Equipment System. The MILES gear has been used for training in the military and the NRC has made this equipment available to improve the realism of the exercises. The MILES gear uses a laser and specially equipped harness to simulate bullets and "hits." During the exercise you may hear the sounds of gunfire. However, there are several safety interlocks on the gun that prevent it from firing live ammunition. Site and industry participants will be used as monitors and controllers for the exercise. It is important that you follow the directions given by the controllers, who will wear exercise armbands, for your own safety and to prevent interference during the drill.

If you are on-site during the drills, you may hear site announcements that are part of the exercise. On the IP3 side of the site, an announcement of CODE RED means you should take cover by moving out of a line of sight and concealing yourself behind nearby barriers such as walls, dividers or doors. The corresponding announcement on the IP2 side of the site is SECON RED.

The force-on-force exercise has attracted a lot of attention in the media and with our external stakeholders. There will be a number of industry participants and outside observers including Chairman Nils Diaz of the NRC, representatives from the FBI and Homeland Security and federal, state, and local government.

We will maintain our normal security during the exercise while a second force actually participates. The media and local government officials have been briefed on the exercise.

This exercise, which Indian Point volunteered to participate in, is an important event for the site. It gives us an opportunity to demonstrate that we can protect our employees and the community from sabotage against the facility. Our security force has been training long hours to meet this challenge.
