RESOLUTION REQUESTING IMMEDIATE ANSWERS TO SAFETY QUESTIONS REGARDING INDIAN POINT NUCLEAR POWER PLANT AND ASSURANCES THAT OUR COMMUNITY IS SAFE WHEREAS, the September 11, 2001 attack-on the World Trade Center has demonstrated that a new form of terrorism exists that threatens the lives of Americans; and WHEREAS, the Indian Point Nuclear Power Plant in Buchanan, New York, which is in close proximity to the City of Clifton, is a prime target for terrorists, and a planned terrorist attack directed towards Indian Point could annihilate entire cities and possibly millions of people; and WHEREAS,_a_seriousaccident._or major -nuclear--meltdown-at-Indian Point, such as the one that occurred at Chernobyl, would have a deleterious after-effect on the citizens of the New York metropolitan area, with a population of over 20 million people, of which the City of Clifton is a part; and WHEREAS, further, spent fuel from the reactors is presently stored in water-filled pools at the site, and the owners of the Indian Point Nuclear Power Plant, who realize the threat terrorists pose to the facility and the vulnerability to attack the present method presents, plan to transfer, some time next year, spent fuel presently stored in water-filled pools at the site, to concrete and steel casks, which would be kept outside in the open; and WHEREAS, there are no public hearings planned on the matter of the transfer of the waste, nor is there any opportunity for any public opposition to be voiced regarding this proposal; and WHEREAS, there are no assurances to the public that these storage vessels would remain intact in the event of an attack or some other disaster that could befall the plant, that this method of the storage of spent fuel is safe, and that all Federal regulations are being observed; and WHEREAS, taking all this into account, this Governing Body has serious reservations about the safety of the Indian Point Nuclear Power Plant;

_ Municipal Council of the City of Clifton, in the State of New Jersey, hereby PETITION for answers to the legitimate questions posed on the safety of the Indian Point Nuclear Power Plant, from either the owners of the plant or the Federal Government and its regulatory agencies; and BE IT FURTHER RESOLVED, that we URGE the Federal Government to tighten up the regulations on the methods of storage of spent fuel and the containers holding the waste at nuclear facilities; and BE IT FURTHER RESOLVED, that we DEMAND assurance from the Federal Government that the Indian Point Nuclear Power Plant poses no threat to our community, and if such assurances cannot be provided, that immediate closure of the plant be implemented; and BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to the United States Nuclear Energy Regulatory Commission; to Entergy Nuclear Northeast; to New York Governor George Pataki; to New Jersey Governor James Mc Greevey; to US Senator Jon Corzine; to US Senator Frank Lautenberg; to Congressman William Pascrell, Jr.; to Riverkeeper, Inc.; and to the Clifton Environmental Protective Commission.-
