RESTART CHECKLIST ITEM 2.e CLOSURE RECOMMENDATION By memorandum dated August 12, 2003, you requested technical assistance from the Office of Nuclear Reactor Regulation (NRR) to evaluate the Davis-Besse high-pressure injection (HPI) pump modification, the validity of the licensees mock-up test approach, and to determine whether the testing demonstrates acceptable pump performance under design-basis conditions.
The Task Interface Agreement (TIA) No. 2003-04 response has been approved and will likely not be issued publicly prior to the restart decision by the Oversight Panel. This TIA is planned to be made public as part of a future Resident Inspectors Integrated Inspection Report. This memorandum serves to document the NRR staff's conclusions with respect to Restart Checklist item 2.e corresponding to this TIA request.
The NRR staff has concluded from its evaluation that the licensees overall approach to the modification of their HPI pumps and its testing, is acceptable and provides reasonable assurance that the HPI pumps will perform their required functions when called upon.
The NRR staff identified no issues to preclude restart of the plant.
