9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Public Policy Advocates LLC ("PPA") submiits its Cover Sheet Application (the "Application") for Allowance and Payment of Interim Compensation and Reimbursement of Expenses for the Period December 1, 2003 through December 31, 2003 (the "Application Period"). In support of the Application, PPA respectfully represents as follows:
- 1. PPA is the Legislative Activities Consultant to the Official Committee of Unsecured Creditors in the Pacific Gas and Electric Company ("Debtor") bankruptcy case. PPA hereby applies to the Court for allowance and payment of interim compensation for services rendered during the Application Period.
- 2. PPA billed a total of $6,000.00 in fees and $18.79 in expenses during the Application Period.
- 3. Accordingly, PPA seeks allowance of interim compensation in the total amount of
$5,118.79 at this time, which represents 85% of the fees for services rendered.'
- 4. PPA has been paid a total of $166,791.49 for fees and expenses to date.
- 5. To date (through 01/30/04) PPA is owed as follows (including amounts owed pursuant to this Application):

With regard to the copies of this Application served on counsel for the Debtor and the Office of the United States Trustee, attached as Exhibit I hereto is an invoice for the Application Period that complies with all Northern District of California Bankruptcy Local Rules and Compensation Guidelines and the Guidelines of the Office of the United States Trustee.
Payment of this amount would result in a holdback of S900.00.

- 7. PPA has served a copy of this Application (without Exhibits) on the Special 2
Notice List in this case.

- 8. Pursuant to this Court's "SECOND AMENDED ORDER ESTABLISHING 4
INTERIM FEE APPLICATION AND EXPENSE REIMBURSEMENT PROCEDURE" which 5
was entered on or about March 18, 2002, the Debtor is authorized to make the payment requested 6
herein without a further hearing or order of this Court unless an objection to this Application is 7
filed with the Court by the Debtor or the United States Trustee and served by the fifteenth day of 8
the month following the service of this Application. If such an objection is filed, Debtor is 9
authorized to pay the amounts, if any, not subject to the objection. This Cover Sheet Application 10 was mailed by first class mail, postage prepaid, on or about January 30, 2004.

- 9. The interim compensation sought in this Application is on account and is not 12 final. Upon the conclusion of this case, PPA will seek fees and reimbursement of the expenses 13 incurred for the totality of the services rendered in the case. Any interim fees or reimbursement 14 of expenses approved by this Court and received by PPA will be credited against such final fees 15 and expenses as may be allowed by this Court.

PPA represents and warrants that its billing practices comply with all 17 Northern District of California Bankruptcy Local Rules and Compensation Guidelines and the 1 8 Guidelines of the Office of the United States Trustee. Neither PPA nor any members of PPA has 19 any agreement or understanding of any kind or nature to divide, pay over or share any portion of 20 the fees or expenses to be awarded to PPA with any other person or attorney except as among the 21 members and associates of PPA.
