Vanderheyden (CCNPP) to Document Control Desk (NRC), dated November 25, 2003, Revisions of Cooldown Rates for Reactor Pressure Vessel Pressure Temperature Limits In reference (a), the Nuclear Regulatory Commission (NRC) granted approval of the change requested in Reference (b). This approval changed the cooldown rates for both Unit 1 and Unit 2. In Reference (c),

we requested an extended implementation period because the planning period needed to effectively implement this change for the 2004 refueling outage had passed. The goal of the extended implementation request was to allow implementation of this change after the 2004 refueling outage.

However, Reference (a) was issued on December 9, 2003 and the extended implementation ends before the start of the 2004 refueling outage. Therefore, we are requesting a modification to the amendment issued in Reference (a) to allow implementation of this change after the 2004 refueling outage. We are requesting an additional 120 days to implement this amendment.

We believe that this request is acceptable because, as noted in Reference (b), the existing cooldown rates are acceptable through the end of 2004.
