PUBLIC MEETING TO DISCUSS PERFORMANCE OF THE POINT BEACH NUCLEAR PLANT

Dear Mr. Van Middlesworth:

This letter confirms the discussion between Mr. Mike Kunowski of the NRC staff and Ms. Fritzie Flentje of the Nuclear Management Company (NMC) to have a meeting at 9:00 a.m. (CST) on Friday, February 20, 2004, at the Holiday Inn, 4601 Calumet Avenue, in Manitowoc, Wisconsin.

From July 28 to December 16, 2003, the NRC conducted an inspection in accordance with NRC Inspection Procedure (IP) 95003, Supplemental Inspection for Repetitive Degraded Cornerstones, Multiple Degraded Cornerstones, Multiple Yellow Inputs, or One Red Input.

The inspection was conducted to review your corrective actions for two Red inspection findings associated with the auxiliary feedwater system. In addition, the IP 95003 supplemental inspection took a diagnostic look at your corrective action, emergency preparedness, and engineering programs. The results of the inspection were discussed at a public meeting on December 16, 2003, and are documented in Inspection Report 05000266/2003007; 05000301/2003007, issued with a letter sent to you, dated February 4, 2004.

The purpose of the meeting is for NRC senior managers, the Executive Director for Operations, and the Regional Administrator, to discuss with senior NMC officials the NRCs overall assessment of Point Beach performance, as a follow-up to the IP 95003 supplemental inspection. The meeting will include a discussion of NMCs assessment of Point Beach performance and NMCs plans to address the identified performance issues. The meeting is open to the public and there will be an opportunity for the public to speak with NRC representatives before the meeting is adjourned.
