MILLSTONE POWER STATION UNITS 2 AND 3 IMPLEMENTATION OF COMPENSATORY MEASURES RELATED TO THE ACCESS AUTHORIZATION ORDER DATED JANUARY 7,2003 On January 7, 2003, the Nuclear Regulatory Commission (NRC) issued an Order requiring compensatory measures (CMs) related to access authorization for all operating nuclear power reactor licensees (EA-02-261) (the Order). Dominion Nuclear Connecticut, Inc. (DNC) submitted an answer to the Order on January 27, 2003 (Serial No. B18826). Dominion provided additional information in letters dated March 25, 2003 and May 20, 2003 (Serial Nos. B18856 and B18899, respectively).
The purpose of this letter is to inform you that Millstone Power Station has implemented CMs C.1.6 and C.1.8 as required by Section III.A of the Order.
These CMs were implemented on or before January 7, 2004. Actions taken to implement these CMs are described in our answer to the Order, as supplemented and clarified by our additional information letter dated March 25, 2003, and an NRC letter dated December 15, 2003.
The NRC's December 15, 2003 letter states that NRC employees with unescorted access are not to be included in the actions associated with CM C.1.6. The remaining CMs required by the Order were previously implemented as described in our April 9, 2003 and July 18, 2003 letters (Serial Nos. B18873 and B18936).
