ASSESSMENT FOLLOW-UP SURRY PLANT, UNIT 1
Dear Mr. Christian:
On January 12, 2004, the NRC completed a quarterly review of the Surry Nuclear Plant. The assessment evaluated the performance indicators (PIs) and inspection results. The purpose of this letter is to inform you of your safety performance and our plans for a future inspection at your facility.
Our review identified that you have crossed the threshold from Green to White for the Unplanned Scrams performance indicator for Unit 1 for the third quarter of calendar year (CY) 2003. In a subsequent conversation I had with Mr. Blount of your staff on January 14, 2004, the crossing of the Green threshold was confirmed. As a result, we have assessed Surry Unit 1 performance to be in the Regulatory Response column of the NRCs Action Matrix.
Therefore, we plan to conduct Supplemental Inspection Procedure 95001. This inspection procedure is conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence.
This letter is to inform you that we plan to have Gerald McCoy, the Senior Resident Inspector at the Surry facility, perform the supplemental inspection during the first quarter of 2004.
Mr. McCoy will coordinate directly with your staff at the Surry facility for the performance of this supplemental inspection.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or the Publicly Available Records (PARS) component of NRCs document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
