Dear Sir or Madam:
Bulletin 2003-04 was issued to all Nuclear Regulatory Commission (NRC) licensees who have in their possession, or are licensed to possess, one or more of the following: foreign obligated natural uranium, depleted uranium, or thorium; uranium enriched in the isotope U-235, U-233, plutonium, plutonium-238, or who currently have unreconciled nuclear material balances with the Nuclear Materials Management and Safeguards System (NMMSS). The Bulletin requests a response from licensees within 90 days to report possessed quantities of nuclear materials of the types specified above.
This letter serves as the Pilgrim Nuclear Power Station (PNPS) response to NRC Bulletin 2003-04. This report is in accordance with the email issued on behalf of the NRC dated December 9, 2003, (Reference 2).
PNPS submits on an annual basis, a Material Balance Report and Physical Inventory Listing for the materials specified in Bulletin 2003-04. The most recent submittal was transmitted by letter, dated November 26, 2003, for the period ending September 30, 2003, (Reference 3). PNPS does not possess any quantities of government owned or foreign-obligated source materials as described in the Bulletin.
