BOX tfO0 DOTHAN. ALABAMA Financial Service Company of Dothan, Alabama, Inc.
205/793-7400 1310 West Main Street / Dothan, Alabama 36303 TELEPHONES 205/792-5037 December 29, 2003 Document Control Desk U. S. Nuclear Regulatory Commission One White Flint Washington, DC 20555 Honorable Commission Members:
This is to acknowledge the application to extend the license of the Joseph M. Farley Nuclear Plant by Alabama Power Company for the period of 20 years; and my interest in supporting that application for the extension. _
The Management of Alabama Power Company has shown from the conception ofthe nuclear plant a moral and partnership interest in the citizens of Houston County and those citizens of nearby counties. The management, and particularly Mr. Farley himself was offered the benefits of the Industrial Development Corporation of Dothan, which would have generated exemption of advalorem taxes for a period of ten years and a tax exempt bonds for more favorable financing. Mr. Farley himself declined that opportunity directly to me stating the Alabama Power Company would prefer paying its share of taxes as other citizens.
Since that early start, the management of Alabama Power Company and of the Farley Nuclear Plant has shown generous concern for the people of Southeast Alabama, and Southwest Georgia.
There has been annuncements from the Plant Management giving information as to the procedures taking place to describe any activity at the plant outside the routine of plant operations. Test of safety procedures which might have alarmed the public has been given advanced notice to the public. The media has been most cooperative with the management which would indicate that the Plant Management has good rapport giving out information.
The annual payment of the property tax to Houston County has always been timely and the management attitude is they are gracious and pleased to make those payments. The Plant Management and employees participate in the business and social activities of Houston County and are open to participate in events of the area communities. Particularily, the Farley Nuclear Plant participates in the United Way program with volunteer help and financial support for activities in the four county area of Alabama. The Farley Management has supported the public school system by being open to the graduation classes as potential employees and career development. The Joseph M. Farley Nuclear Plant Management has been a good citizen of Southeast Alabama and has enhanced the social, cultural, educational, and economic level of the tri-state section of Alabama, Georgia, and Florida.
For twenty Years I was volunteer secretary/treasurer of the Industrial Development Board of the City ofDothan, and personally not seen a more responsible'industrial management group, and encourage your honorable body to concur in this licensing of the Joseph M. Farley Nuclear Plant for the twenty years applied for.
