In the Matter of ) Docket Nos. 50-259 Tennessee Valley Authority ) 50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) - UNITS 1, 2 AND 3 - APPLICATION FOR RENEWED OPERATING LICENSES Pursuant to the requirements of 10 CFR 50, 51 and 54, the Tennessee Valley Authority (TVA) is submitting a Licensing Renewal Application (LRA) for the renewal of the operating licenses for BFN, Units 1, 2 and 3. The current facility operating licenses for Units 1, 2, and 3 (DPR-33, DPR-52, and DPR-68) expire at midnight on December 20, 2013, June 28, 2014, and July 2, 2016, respectively. This application seeks to extend the current term of each license by 20 years beyond the current expiration dates.

This application contains the information required by the Commission's license renewal regulations that are set forth in 10 CFR 54.19, 54.21, 54.22, and 54.23. The application meets the timeliness requirements of 10 CFR 54.19(c) and 2.109(b) and provides the required information to support the 10 CFR 54.29 findings required to issue the renewed licenses sought by this application. In addition, it satisfies the environmental regulations set forth in 10 CFR Part 51.

Pursuant to 10 CFR 54.21(b), current licensing basis changes that have a material effect on the content of this application will be identified in annual updates to this application.

U.S. Nuclear Regulatory Commission Page 2 December 31, 2003 Annual updates will be submitted while the application is under NRC review, and at least three months prior to the scheduled completion of the NRC review.

The technical information relating to plant design contained in this application is complete and accurate as of July 1, 2003. Any changes to plant design that occurafter this date will be considered in the annual application updates provided in accordance with 10 CFR 54.21(b).

The application has been prepared in a format compatible with NUREG-1 800, Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants, issued July, 2001, and the "Class of 2003" Standard License Renewal Application Format, August 20, 2003. NUREG-1 801, Genetc Aging Lessons Leamed (GALL)

Report, published July, 2001, is referenced in the application. In addition, TVA utilized guidance provided in NEI 95-10, Industry Guideline for Implementing the Requirements of 10 CFR 54 - The License Renewal Rule, Revision 3.

To facilitate NRC review of the application, TVA is providing 80 additional "Information Only" copies of the entire LRA, including the Environmental Report (ER), and supporting information via Compact Discs (CDs). These CDs are formatted in a manner that is consistent with guidance provided in NRC Regulatory Issue Summary (RIS) 2001-05, "Guidance on Submitting Documents to the NRC by Electronic Information Exchange or on CD-ROM." The CDs contain hyperlinks within the application and between the application and the Updated Final Safety Analysis Report.

Hyperlinks are also provided to copies of the license renewal boundary drawings used in the scoping phase of the license renewal project which are not part of the application. to this letter contains a listing of the regulatory commitments associated with this submittal. This letter is being sent in accordance with NRC RIS 2001-05, "Guidance on Submitting Documents to the NRC byElectronic Information Exchange or CD-ROM." Enclosure 2 provides a paper copy of the BFN LRA, including the environmental report. Enclosure 3 contains a copy of the entire LRA, including the ER, and a copy of this signed cover letter on a CD, to facilitate entry into the NRC's record retrieval system, ADAMS. Enclosure 4 contains a CD containing the entire LRA, including the ER suitable for posting on the NRC website. A copy of the LRA boundary drawings on CD is provided on Enclosure 5 for ADAMS.
