POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 RE: FINAL ACCIDENT SEQUENCE PRECURSOR ANALYSIS OF NOVEMBER 2001 OPERATIONAL CONDITION

Dear Mr. Cayia:

Enclosed for your information is the final Accident Sequence Precursor (ASP) analysis of an operational condition which was discovered at the Point Beach Nuclear Plant, Units 1 and 2, in November 2001. This condition was reported in Licensee Event Report 266/01-005, dated January 28, 2002, and documented in U.S. Nuclear Regulatory Commission (NRC) Inspection Report No. 50-266/301/01-17, dated February 21, 2002. We prepared the final analysis based on our review and evaluation of your comments on the preliminary analysis and comments received from the NRC staff. Our responses to your specific comments are included as to the Enclosure. Our review of your comments employed the criteria contained in the material which accompanied the preliminary analysis. The results of the final ASP analysis indicate that this condition is a precursor [i.e., the importance or change in core damage probability (CCDP) >1E-6].

The NRC staff is continuing to review the appropriate classification of these documents within our records management program, considering changes in our practices following the events of September 11, 2001. Pending a final determination, the attached analyses have been marked as "Proprietary Information" or "Sensitive Information" in accordance with Section 2.790(d) of Title 10 of the Code of Federal Regulations. Please control the document accordingly (i.e.,

treat the document as if you had determined that it contained trade secrets and commercial or financial information that you considered privileged or confidential). We will inform you if the classification of the document changes as a result of our ongoing assessments.
