This letter provides the Perry Nuclear Power Plant (PNPP) response to the September 30, 2003 Boiling Water Reactor Owners' Group (BWROG) letter (Serial BWROG-03049) regarding Oscillation Power Range Monitor (OPRM) operability.
PNPP currently complies with the interim corrective actions as required by Technical Specifications 3.3.1.3. Although the OPRM's are administratively inoperable, the OPRM's are capable of causing a scram. The scram setpoints were developed for Operating Cycle 9 using the generic setpoint methodology as outlined in NEDO-32465-A.
The proposed plan for restoring the operability of the OPRM's is as follows:
- 1. Contract General Electric to perform the Operating Cycle 10 Specific Setpoint Analysis. It is anticipated that this action will be completed by June 30, 2004.
As part of this activity, General Electric has been requested to review and compile known issues associated with the OPRM setpoint methodology I OPRM setpoints (several General Electric potential reportable concerns and/or 10 CFR 21 reports), and to provide within the PNPP specific setpoint analysis resolution of the issues.
- 2. Update the PNPP OPRM setpoint calculation. It is anticipated that this action will be completed by July 30, 2004.
- 3. Update various calibration instructions and implement setpoints. It is anticipated that this action will be completed by September 30, 2004.
- 4. Subsequent to the completion of the above items, the OPRM's will be declared operable. It is anticipated that this action will be completed by September 30, 2004.
