First United Methodist Church Dr. R. Lawson Bryan, Senior Minister December 18, 2003 Document Control Desk U. S. Nuclear Regulatory Commission One White Flint Washington, DC 20555 Attn: P. T. Kuo I am writing in reference to the renewal application filed by Southern Nuclear Operating Company, a subsidiary of The Southern Company. This application concerns Plant Farley, owned by Alabama Power Company and operated by Southern Nuclear. The application seeks to renew the operating licenses of Plant Farley Units I and 2: extending to 2037 for Unit I and to 2041 for Unit 2.

As one of the largest employers in its region, Plant Farley's economic impact is huge (some 900 plant jobs and $8 million in tax revenue). Equally impressive and significant, in my mind, is Plant Farley's impact on the quality of life throughout this area. I have seen first-hand something of the extreme measures to which Plant Farley goes in order to operate in a manner that ensures the safety of all who live in the surrounding communities. In addition, I am well aware of the concern for environmental quality that underlies the operation of the plant (such as the high quality of the water Plant Farley returns to the nearby river).

Plant Farley's employees are personally involved in the community. I have the privilege of serving as pastor to several of those employees and can attest to their personal passion for supporting the quality of life in the community. More specifically, a member of Plant Farley's management team, who is also a member of this church, has spearheaded the introduction of the Society of St. Andrew food project in the Wiregrass area. On two occasions this Plant Farley employee has arranged for 40,000 pounds of potatoes to be delivered to our church parking lot.

He then leads a group of church members in bagging the potatoes and distributing them to 75 community agencies for use in feeding the needy in our area (he also arranges for those agencies to pick up their allotment of potatoes). This project will continue in the future, thanks to the commitment of this Plant Farley leader.

I am fully supportive of Plant Farley's request for renewal of licenses and my sense is that my 1380 West Main Street e Dothan, Alabama 36301 * (334) 793-3555
