Nletmann 1650 Calvert Cliffs Parkway Plant General Manager Lusby, Maryland 20657 Calvert Cliffs Nuclear Power Plant 410 495-4101 Constellation Generation Group, LLC 410 495-4787 Fax November 6, 2003 Maryland Department of the Environment Hazardous and Solid Waste Management 1800 Washington Boulevard Baltimore, Maryland 21230 To Whom It May Concern:
RE: Spill of motor oil - Calvert Cliffs Nuclear Power Plant Oil Operations Permit Number 2002-OPT-2092 On October 29, 2003 a leak of the 11 A traveling screen resulted in a discharge of less than one cup of lubricating oil from the Calvert Cliffs Nuclear Power Plant site in Lusby, MD (Calvert County). The oil spill was discovered at 12:38 PM when an employee noticed oil sheen on the water flowing from the 003 outfall.
Clean up of the oil was initiated immediately. At 1:30 PM, the oil release to the bay stopped when floating oil absorbent booms were installed to collect the oil. The booms remained in place until all traces of oil were flushed from the system. Investigation identified that a bolt was missing from the 1A traveling screen housing. Oil spray had collected inside the housing and leaked when the bolt fell out. The bolt was replaced and the leakage ceased.
It is estimated that no more than 1 cup of lubricating oil was spilled to the traveling screen backwash (Outfall 003 discharge), where it entered the Chesapeake Bay. A 15 by 15 foot oil sheen was observed on the Chesapeake Bay. Because of the small volume, the impact of the leak on public health and the waters of the state is negligible. The cost of the spill to Calvert Cliffs Nuclear Power Plant, Inc. is estimated at $1500.
The above information was reported to the National Response Center and MDE by telephone on October 29, 2003.
Maintenance procedures have been changed to require inspection of these bolts weekly to ensure they are secure.
