Dear Chairman Nils J. Diaz,

After I read that FirstEnergy will be requesting permission to restart Davis-Besse, I thought to myself, what requirements do I feel should be imposed before permission is given?

Requirements I

Approval from the Davis-Besse 0350 committee 2

Onsite, 7 day a week, around the clock coverage to provide Fitness for Duty

--testing, both when-called for-AND daily for all -Operations Department members (until 75% power is reached.) Also, a higher percentage of daily random tests on the others. (I am assuming this program is in force and has been reviewed and accepted by the NRC already.)

3 A review that the first load picked up by the Emergency (diesels ()) power source either meets both the degraded voltage requirement and the degraded frequency requirement OR has suitable approved documentation. (For Perry only) 4 A review that pump records are, (and have been), suitably maintained to provide recoverable information of historical performance for writing LERs. (For river water pumps at Beaver Valley only.)

5 A review that the present fire protection program includes transformer fires.

(Three Mile Island, Unit Two only.)

6 Testing of.5 randomly selected overhead crane operators to see if they can move loads in the plant safely when needing to rely on a signalman or signalwoman.

(For Davis-Besse only.)

7 Continuous containment air sampling at multiple locations suitable to determine the resumed introduction of boric acid type mist.

8 INPO personnel not on Davis-Besse site unless individually sponsored by a site-NRC inspector (and to remain in visual control.)

9 Sale of the Davis-Besse plant, (and license transfer), to include nobody above the Lew Myers level.

(When a multi-site operator has problems at one site, I think it is important to check the other sites. That is what some of the requirements above are intended to do.)
