SUBJECT:

NRC PARTICIPATION IN THE FERMI 2 MARCH 2004 EMERGENCY PREPAREDNESS EXERCISE

Dear Mr. OConnor:

The U. S. Nuclear Regulatory Commission routinely participates in licensees emergency preparedness exercises to ensure that the NRCs Incident Response capabilities are effectively maintained and to provide licensees an opportunity to exercise the interfaces with the NRC that may occur during the response to an incident at their sites. The purpose of this letter is to inform you of our intent to participate in the Fermi 2 Emergency Preparedness Exercise that is scheduled to occur on March 23, 2004. Currently, we are planning to exercise our Region III Incident Response Center, but we do not anticipate that we will be sending an NRC Site Team to your facility. However, our resident inspectors will be participating in the exercise. If our scope of participation changes, we will contact you to discuss the changes.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

If you have any questions concerning our participation, please contact our Emergency Response Coordinator, Mr. Steven Orth, at (630) 829-9827 or myself at (630) 829-9757.

Sincerely,

/RA/

Kenneth Riemer, Chief Plant Support Branch Division of Reactor Safety Docket No. 50-341 License No. NPF-43 See Attached Distribution
