SUBJECT:

SUMMARY

OF A NOVEMBER 18, 2003, PUBLIC MEETING WITH STP NUCLEAR OPERATING COMPANY (STPNOC) ON RISK-INFORMED INSERVICE TESTING (RI-IST) ISSUES On November 18, 2003, the U.S. Nuclear Regulatory Commission (NRC) staff held a meeting at the NRC Headquarters, Room 0-9B6, One White Flint North, Rockville, Maryland, with representatives from STPNOC (the licensee) to discuss issues related to the RI-IST for South Texas Project Electric Generating Station (STP), Units 1 and 2. Pursuant to the Commissions Policy Statement on Enhancing Public Participation in NRC Meetings, (67 FR 36920), dated May 28, 2002, the meeting was open to the public for observation and opportunity to communicate with the NRC staff following the business portion of the meeting. The meeting notice was published on November 3, 2003. The list of meeting attendees is included as . The presentation slides used by the licensee are accessible in the Agencywide Documents Access and Management System (ADAMS) under ADAMS accession number ML033370415 and are included as Enclosure 2. During the meeting, the licensee pointed out an error on Page 50 of Enclosure 2; the text should read, The program follows the SONGS

[San Onofre Nuclear Generating Station] approach for high and medium risk SSCs [structures, systems and components] remaining in scope of the IST program.

The NRC staff noted that the purpose of the meeting was to discuss potential issues associated with the upcoming STPNOC submittal of the RI-IST for STP, Units 1 and 2. STPNOC indicated that the RI-IST program was important in order to effectively focus personnel and resources on important areas. Much of the meeting discussion focused on equipment which the Graded Quality Assurance ranking had been high and the RI-IST ranking had been low; prior to the meeting, the NRC had requested that the licensee be prepared to discuss a number of these examples. Pages 21 to 36 in Enclosure 2 contains summary material concerning the subject equipment. The licensee explained in detail, and answered questions from the NRC staff, concerning why a disparity in safety ranking could occur. The NRC staff concluded that additional information concerning safety-ranking disparities would be needed.

The NRC suggested that prior to submittal of the STP, Units 1 and 2 RI-IST, the licensee should submit topical information concerning the various safety ranking methodologies and other key information. NRC staff review of the topical information would further improve the NRC staffs understanding of the licensees RI-IST approach.
