SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 - CHANGES TO TECHNICAL SPECIFICATIONS BASES PAGES (TAC NOS. MB6748 AND MB6749)
Dear Mr. Shriver:
In a letter dated November 8, 2002, PPL Susquehanna (PPL, the licensee), provided to the U.S. Nuclear Regulatory Commission (NRC) proposed Technical Specification (TS) Bases changes to resolve concerns related to the Susquehanna Steam Electric Station, Units 1 and 2 (SSES 1 and 2), TS limiting condition for operation 3.1.7, Standby Liquid Control (SLC)
System. These concerns, documented as unresolved item 2001-004-03, were discussed in a memorandum to NRC, Region I, (A. Randolph Blough, Director, Division of Reactor Projects, Task Interface Agreement 2001-12) dated May 6, 2002. The NRC staff concluded that PPL must consider the anticipated transient without scram (ATWS) rule functional requirements as part of the SLC system design bases and must consider the ATWS rule functional requirements for assessing SLC system operability.
As discussed in a telecon with your staff on April 22, 2003, the proposed bases change will not resolve the concerns. We understand that you will resolve these concerns through your Problem Identification and Resolution (PI&R) Program and by coordinating with the NRC, Region I, PI&R Inspection Team.
