USER ALERT INFORMATION USE PROCEDURE The activities covered by this procedure may be performed from memory.

1.0 PERSONNEL RESPONSIBILITY Chemical and Radiological Services Department, Maintenance and Construction Department, and the Emergency Planning Section of the Training Department are responsible for inspection and inventory of pre-positioned emergency equipment.

le 2.0 PURPOSE This procedure ensures that pre-positioned emergency equipment, as listed in the Site Emergency Plan, is available and functional in order to provide an adequate state of emergency preparedness. Equipment in addition to that listed in the Site Emergency Plan is available to provide more than adequate emergency equipment.

a.

Missing or inoperable equipment shall be promptly replaced or mitigating actions taken as specified by Emergency Planning.

b.

Equipment described in this procedure might not be stored in a physical container, but shall be available in the location described.

c.

Work Instruction WI-RSD-T-002, "Emergency Plan Radiation Detection Instruments Checklist," contains the criteria for determining operability of emergency radiation instruments. This checklist is performed monthly.

GENERAL INSTRUCTIONS Inspection and Inventory Frequency

a.

Emergency kits shall be inspected at least quarterly.

NOTE:

Kit #15 will not have a seal. Determination of the need to inventory the Kit #15 may be made by reviewing the Health Physics Key issuance log.

b.

Emergency kits shall be inventoried at a minimum, annually. Also after each use and in the event the seal is broken.

c.

Entry into emergency kits to replace shelf life items, perform operational/functional checks of portable radiation instruments, or to update procedures does not constitute use of a kit.

5.1.3 Equipment Quantities Minimum quantities of equipment are specified on the applicable attachment.

Discrepancies shall be noted on the applicable attachment.

PALISADES NUCLEAR PLANT Proc No El-16.1 EMERGENCY IMPLEMENTING PROCEDURE Revision 14 Page 4 of 7 TITLE: MAINTENANCE OF EMERGENCY EQUIPMENT 5.2 INSTRUMENTATION 5.2.1 Radiation Detection Instrumentation Radiation detection instruments shall be checked, tested, and replaced as necessary, and documented per Work Instruction WI-RSD-T-002, "Emergency Plan Radiation Detection Instruments Checklists." The instrumentation for the E-Vans, along with spare batteries and manuals, will be kept in a deployment kit at the OSC, one kit for each van, and tested monthly by the Health Physics Portable Instrument (HPPI) group.

Air samplers and manuals are kept in Deployment Kits along with radiation detection instruments located in the Fan Room, north of the OSC. These can be picked up there prior to leaving site.

5.2.2 Silver Zeolite Cartridges Open packages of silver zeolite cartridges should be repackaged individually or in groups inside a ziplock bag.

5.2.3 Self-Reading Dosimeters Dosimeters with certification due before the end of the next quarter shall be certified or replaced with certified dosimeters.

5.2.4 Self-Reading Dosimeter Chargers Self-reading dosimeter chargers shall be checked for operability and batteries replaced as necessary.

5.2.5 Calculators Calculators shall be checked for operability and batteries replaced as necessary.

a.

Respirators or their containers shall be marked with respirator type and dated.

Dating shall include date respirator was put in the kit and inspection due date (one year).

b.

Respirators shall be stored and inspected per applicable Health Physics procedures. Respirators with inspections due before the end of the next quarter shall be inspected.

c.

A respirator qualification listing of personnel is normally kept in the Health Physics office area in hardcopy form or the qualifications can be retrieved from a computer in the same area.

5.3.2 Potassium Iodide

a.

Potassium iodide (KI) containers shall be marked with the expiration date provided by the manufacturer.

b.

Potassium iodide (KI) tablets with expiration dates before the end of the next quarter shall be replaced.

5.3.3 TLD Badges..

a.

Emergency personnel TLD Badges shall be replaced annually in EOF Kit 7 and at Lakeland Medical Emergency Center. They shall also be replaced quarterly in the Ambulance Kit 11 and SH Hospital Kit 13.

b.

'Accident TLD Badges shall be replaced annually.

c.

Sets of extremity TLDs are maintained in the OSC Emergency Kit.

PALISADES NUCLEAR PLANT Proc No El-16.1 EMERGENCY IMPLEMENTING PROCEDURE Revision 14 Page 6 of 7 TITLE: MAINTENANCE OF EMERGENCY EQUIPMENT 5.4 COMMUNICATIONS 5.4.1 Radios Radios used for emergency response are inventoried and tested monthly per Work Instruction WI-RSD-T-001, "Emergency Preparedness Radio Testing."

5.4.2 Telephones Telephone tests and drills are addressed in Emergency Implementing Procedure El-1 5.2, "Communications Tests." This procedure is intended to inventory the emergency telephones.

5.5 MISCELLANEOUS 5.5.1 Flashlights Flashlights shall be checked for operability, batteries, and bulbs replaced as necessary.

5.5.2 Batteries Spare batteries (with the exception of instrument batteries) shall be stored in a container. The container shall be marked with the date the batteries are due for replacement (one year). Batteries due for replacement before the end of the next quarter shall be replaced. Radiation detection instrument batteries shall be maintained in accordance with Work Instruction WI-RSD-T-002, "Emergency Plan Radiation Detection Instruments Checklists."

5.5.3 Emergency Vehicles The emergency vehicles shall be checked for operability by starting them, checking lights (interior and exterior), horn, fuel level (should be greater than or equal to one quarter tank).

5.5.4 EOF Electrical Generator The electrical generator used as backup power for the EOF is maintained and tested by the South Haven Conference Center staff.

a.

Attachments shall be signed and dated by the person assigned to perform the inspection/inventory.

b.

Completed attachments shall be forwarded to Engineering Records Center.

c.

Inspections/inventories shall be retained by Engineering Records Center for five years.

ATTACHMENTS AND RECORDS ATTACHMENTS, "Inspection of Emergency Kits", "Emergency Kit Inventory", "Medical Emergency Kit Inventory", "Decontamination Kit Inventory", "Maintenance Emergency Kit Inventory", "Kit 16 Allegan Service Center Decontamination Equipment" RECORDS Records generated by this procedure shall be filed in accordance with Palisades Administrative Procedure 10.46, "Plant Records." Refer to the record matrix attached to Palisades Administrative Procedure 10.46 for information needed to complete Record Indexing Form (PAL104).

SPECIAL REVIEWS The scope of this procedure does not include activities that require a 50.59 review per Palisades Administrative Procedure 10.41, "Procedure and Policy Processes."

Therefore, changes to this procedure do not require a 50.59 review.
