-NOTIFICATON OF REVISION IN COMMITMENT TRACKING MOVEMENT OF FUEL ASSEMBLIES On July 28, 1989, Virginia Electric and Power Company (Dominion) responded to the Notices of Violation identified in NRC Inspection Report Nos. 50-338/339 89-14.

Violation UB13 was associated with the placement of a new fuel assembly into a spent fuel rack location already containing a spent fuel assembly. The response to the violation included in part, a revision to Station Administrative Procedure (ADM) 19.24.

The procedure revision included: 1) use of magnetic status boards as a controlled nuclear material tracking mechanism, 2) verification of all requested fuel movements against the magnetic status boards prior to actual fuel movement, and 3) performance of physical inventories after each refueling outage and at an interval not to exceed 12 months. The purpose of this letter is to notify the NRC of a revision to the above stated commitment consistent with the guidance of RIS 2000-17.

Dominion has reevaluated the need to maintain the magnetic status boards as a controlled nuclear material tracking mechanism to maintain compliance. The preferred and more technological current method of tracking movement of fuel assemblies is through the use of .a computer database. The computer database presently used is updated for all fuel movements that occurred by the end of the shift or day as applicable. This process provides a controlled method of tracking nuclear material and ensures continued compliance.

In addition, the commitment for performing physical inventories of the fuel pool after each refueling outage and at intervals not to exceed 12 months is no longer warranted to ensure continued compliance. The update of the computer database provides the means for ensuring the proper location of fuel assemblies in the fuel pool. In addition, physical inventories and material balance reporting are being performed in accordance with 10CFR74.13(a)(1) and 10CFR74.19(c).
