1) Deleted former steps 6.1.7 and 6.5.1 with reference to General Office Employee Communication Center (GOECC).
2) Added Graphic Artist and Information Statement Writers in step 6.3.3.
3) Added 'located in the NTC Auditorium' and deleted 'located at the JPIC' in step 7.2.1.

Implementation Plan

EP-608 Revision 10 Page 2 1.0 PURPOSE To prescribe the method for successfully operating the Joint Public Information Center (JPIC) to ensure and maintain a steady flow of accurate, reliable, and credible information to the public to avoid misinformation, misunderstanding, and/or exaggeration during an emergency event at Fermi 2.

2.0 USE REFERENCES - None 3.0 ENTRY CONDITIONS 3.1 JPIC is activated under either of the following conditions:

3.1.1 Site Area Emergency or General Emergency is declared.

3.1.2 Governor declares a "State of Disaster" due to a radiological emergency at Fermi 2 under Public Act 390.

4.0 GENERAL INFORMATION 4.1 The JPIC is operated and under the control of the State of Michigan under Public Act 390 as a state facility. Detroit Edison is responsible for JPIC logistical and administrative support and provides a representative as Corporate Utility Spokesperson.

4.2 The JPIC is located at the Monroe County Community College, which is approximately 11 miles west-southwest of Fermi 2 (outside the 10 Mile Emergency Planning Zone).

4.3 JPIC Staff is responsible for supporting the Joint Public Information Team (JPIT) (utility, state, federal, county, and Canadian officials) to inform the media of emergency events as they develop.

4.4 Media briefings are scheduled hourly or more frequently if there is a significant change in an emergency classification or in protective action recommendations. Information Statements shall be prepared in a timely manner for the material covered in each briefing and at other times, as appropriate.

4.5 The media may be briefed on other events of public interest and significance related to the emergency as time allows.

4.6 Statements concerning Fermi 2 are made with concurrence of the JPIT utility representative.

4.7 JPIC shall be functional within 90 minutes after notice to activate and is capable of continuous operation.

EP-608 Revision 10 Page 3 5.0 IMMEDIATE ACTIONS 5.1 Upon activation, JPIC staff shall physically arrange the JPIC facility as shown in Enclosures A and B. JPIC Administrator has key to open equipment cages.

5.2 A Security Officer assigned to the JPIC shall obtain radio equipment as required.

5.3 A Security Officer shall secure doors at the JPIC per Enclosure A.

6.0 PROCEDURE 6.1 JPIC Administrator shall:

6.1.1 Report to Corporate Utility Spokesperson.

6.1.2 Ensure equipment (stored in locked cages in basement) and staffing are available for utility representatives at the JPIC. Obtain B 15 key from the Monroe County Community College (MCCC) staff. After hours, contact MCCC Maintenance personnel.

6.1.3 Ensure equipment cages are locked when not in use.

6.1.4 Supervise administrative support personnel.

6.1.5 Coordinate communications with the Emergency Operations Facility and the General Offices.

6.1.6 Maintain document control.

6.1.7 Provide support activities for the Corporate Utility Spokesperson as required.

6.2 Corporate Utility Spokesperson shall:

6.2.1 Act as official Detroit Edison spokesperson and participate in periodic Media Briefings to provide information about plant status to the public.

6.2.2 Approve all information statements concerning Fermi 2.

6.2.3 Act as the Senior Utility Representative at the JPIC.

EP-608 Revision 10 Page 4 6.3 JPIC Media Relations Administrator shall:

6.3.1 Report to the Corporate Utility Spokesperson.

6.3.2 Ensure adequate equipment and staffing for JPIC Media Relations functions.

6.3.3 Supervise JPIC Media Relations, Media Services, Audio-Visual staffs, Graphic Artist, and Information Statement Writers.

6.3.4 Coordinate Media Briefings.

6.4 JPIC Media Relations Staff shall:

6.4.1 Provide media at the JPIC with non-emergency-related information about the Company and Nuclear Generation.

6.4.2 Keep Media Relations Administrator apprised of any actual or potential problems.

6.5 JPIC Communicator shall establish and maintain contact with EOF Public Information

-Coordinator (PIC) using telephone and facsimile machines.

6.6 JPIT Technical Advisors shall help provide an understanding of the emergency events occurring at Fermi 2 so the events can be more readily communicated to the media.

6.7 Security Officers are assigned to the JPIC to maintain general order and screen JPIC access to authorized members of the media. A minimum of 3 Security Officers shall be assigned. Security Officers shall:

6.7.1 Report to the JPIC Administrator.

6.7.2 Confirm the identity of officials from photo identification.

6.7.3 Complete the JPIC Visitor Register with the following information:

1. Name
2. Organization represented
3. Time in
4. Identification number if applicable
5. Security Officer's initials

EP-608 Revision 10 Page 5 6.7.4 Issue an access badge with the date and type of clearance (JPIC or Press) on it:

1. JPIC - Access to all areas
2. Press - JPIC Media Assembly Area only (Enclosure A) 6.7.5 Ensure that all personnel in the JPIC wear an access badge on the front of the outer garment, between the neck and waist, at all times.

NOTE: Media personnel shall not be allowed entry into the JP1T offices or the JPIC work areas unless accompanied by the JPIC Media Relations Administration.

6.7.6 Maintain surveillance of:

1. The south exterior door to ensure that no one makes an unauthorized entry or exit.
2. The kitchen area doors to ensure unauthorized persons are not entering or exiting through the loading dock door.
3. The entrance to the JPIC Layout (see Enclosure A for specific locations).

6.7.7 If required to leave assigned area, coordinate with the JPIC Administrator and other Security personnel to ensure constant security coverage.

6.8 Additional personnel shall be assigned to:

6.8.1 Provide administrative support such as typing, copying, filing, and sending messages.

6.8.2 Prepare information statements for release to the media.

6.8.3 Provide sketches of plant systems and update area sector maps as requested.

6.8.4 Perform other tasks as required during the emergency.

EP-608 Revision 10 Page 6 7.0 FOLLOW-UP ACTIONS 7.1 Shift Change 7.1.1 The JPIC Administrator shall coordinate a shift change if JPIC operation is likely to exceed 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br />.

7.2 Activation of the Onsite News Center (OSNC) 7.2.1 Once the emergency has terminated or de-escalated sufficiently to ensure individual safety, the OSNC (located in the NTC Auditorium) may be activated for media pool. Transportation shall be provided for members of the media going to the OSNC. Only those traveling with the group shall have access to the OSNC.

7.2.2 The Security Officers located at the JPIC shall:

-1. Collect JPIC access badges from members of the media interested in going to the OSNC.

2. Escort members of the media to the transportation provided.

7.3 Deactivation of the JPIC NOTE: The JPIC shall be deactivated only with the concurrence of the State of Michigan.

7.3.1 The Security Officers shall:

1. Collect access badges from all personnel as they depart the JPIC.
2. Forward access logs to the Supervisor, RERP, 164 NOC.

7.3.2 The JPIC Administrator shall:

1. Document the need for additional supplies or materials not available at the JPIC (send request to Supervisor, RERP, for disposition).
2. Coordinate replacement of supplies used during operation of the JPIC.
3. Identify equipment requiring repair.
4. Ensure that all serviceable equipment and supplies are returned to their proper storage locations.
5. Ensure all equipment cages are locked.

EP-608 Revision 10 Page 7 8.0 RECORDS 8.1 The following are required records and shall be retained or dispositioned in accordance with established requirements:

8.1.1 All information statements released to the media.

8.1.2 All media briefing or interview video tapes, audio tapes, or CDs recorded by JPIC staff.
