909 Elliott Street - Marblehead, OH 43440 4 19-798-8062 - dlueke@,adelphia.net November 10,2003 TO: NRC, FirstEnergy, PUCO, Elected Officials, Watchdogs, Advocates, Reporters:

As citizens of Ottawa County who live near the Davis-Besse Nuclear Power Station, we offer thanks and have requests.

Thanks to:

"Those with FirstEnergy and the NRC who have had the courage and integrity to report the problems at Davis-Besse and within FirstEnergy and the NRC, and those who are striving to improve the plant's safety and the safety of all nuclear plants;

  • The media, watchdog groups, and elected officials who have stood up for the public health and safety when the NRC and FirstEnergy failed to do so;
  • Those demanding that the Ohio Office of Consumer's Counsel and PUCO do a better job on behalf of ratepayers; We request:

--That NRC Chairman Diaz reconvene the Lessons Learned Task Force or a similar panel, to monitor how recommendations have been enforced, and to study the problems within the NRC that have surfaced this past year, including those in the Inspector General's reports;

--That the NRC revisit petitions for the addition of a watchdog panel and/or hrther investigations for the oversight of Davis-Besse, since the oversight of the NRC and FirstEnergy have twice been insufficient to protect the public health and safety;

--That the NRC revoke Davis-Besse's operating license until the design and &I the systems and procedures in the aging plant are reviewed, inspected and scrutinized;

--ln the light of the information showing how close the stainless steel liner was to.

rupturing, and how key safety systems (the HPI pumps, the containment coatings, the sump, the hydrogen-detection valve) were ineffective or non-operational, that the NRC and FirstEnergy let the public know how close Davis-Besse came to a major accident;

--That PUCO personnel be true consumer advocates;

--That FirstEnergy management seriously consider the serious concerns and proposals from members of the public, members of Congress, and consumer advocates, in a way that is not dismissive and that discusses all possibilities, including closing Davis-Besse or converting it to non-nuclear;

--That FirstEnergy management forgo raises and bonuses instead of passing along the costs of their mistakes at Davis-Besse to ratepayers and shareholders;

--That FirstEnergy refrain from making statements like last week's quote, that "nuclear power is far and away the safest form of energy production." --Not when a nuclear power plant comes as close to disaster as Davis-Besse twice has, and not when nuclear power plants are at the top of terrorist hit-lists, and not until there is a better system for the safe storage and transportation of spent fuel, and not when those running and regulating nuclear plants fail to put safety before promotions and profits.

Thank you again for all that you have done, and may you have the courage to do what still needs to be done.

Regards, n
